A small help. Java not working

I tried to use it while my firewall was on and off. Nothing works.

Agree with the terms, and download the Windows x86 version.
Sometimes you may have to right click the installation file and run as administrator.
Also is the anti-virus blocking that?

Also, are you sure I need a development kit? I think that development kit is to do java stuff, not run it.
I tried turning off the anti-virus and opening using administrator rights, but didnt work.
